Dr. Hayashi has joined Hiroshima University's COI-NEXT project, "Marine Cultural City Co-Creation Center Centered on Remote Sensing" as a Researcher with the Data Society Alliance (DSA).

DSA's research theme within Hiroshima University's COI-NEXT project targets the marine data collected and generated through the program's research and development themes—autonomous safe navigation, disaster-prevention resilience, and smart environmentally-harmonized aquaculture—as well as potential data related to marine culture cities. The theme's goal is to design co-creative data governance that incorporates ELSI (ethical, legal, and social issues) such as social acceptability, fairness, risk, and explainability into the design and operation of data infrastructure.

As a DSA Researcher, Dr. Hayashi will work on developing ELSI requirements and governance methods to promote data distribution and utilization in the marine and maritime fields. In particular, during FY2026, he plans to focus on data related to the Kure marine culture city hub, working on the collection and visualization of marine, maritime, and fisheries data, standardization of data models, and organizing requirements for co-creative data governance.

He will draw on the data ecosystem research and cross-disciplinary data integration support techniques developed at the Hayashi Laboratory to contribute to this project.
